It does not. It boosts the feeling of mystery that a fictional world should provide. You find the absence of the english language disturbing? I myself find the presence of the english language in so very many fictional worlds disturbing.
The fact that languages you can not understand are spoken and they lack according to your comprehension wordy communication is old indeed, but functional. There has been different languages in the real world alone for thousands of years. Billions if you include animals. Some languages not comprehensive to the common ear.

Your mother tells you not to drink because you are 17 and (assuming you're in America) the legal age for drinking is 21. She's telling you that so she nor you would go to jail or get in trouble. I'm sure she wouldn't say that once you're 21.
