Eh, it's the first game in the series, Continuum Shift is supposed to be far more balanced, v-13 and Rachel in particular have been nerfed so they are no longer the undisputed best in the game, Arakune probably has as well, and I think Tager is no longer bottom tier.

Though really, I play with bottom tier Hakumen and have outright destroyed players using "better" characters than me.
