When you breed, the egg takes 3 random IV's from each parent, but sometimes these overlap, so it can seem like you only get as many as 3, at times, or you get the bad IV's. IV breeding is basicly breeding for the good ones.
It's harder to get Def/HP IV's for some reason, but Sp.Def has the normal probability.

Obviously I don't battle often. I have 4 badly trained pokemon. No legendaries.
Edit: Feel free to fill up the other slots with Lugia or Ho-oh or something

Step one: In your pokemon's summary are interesting details like "Mischievous", or "Likes to thrash about", this tells you what your best IV is, and the second digit of that IV. For more info on this: http://www.smogon.com/ingame/guides/breeding_guide_part1
Likes to thrash about: second digit in attack is 1. Means your highest IV is in attack, and it's either 1, 11, 21, or 31.
Also, in HG at the battle tower, there's a guy called the judge next to the computer who will rate your pokemon. There's a chart on the page I linked that you'll find helpful, but he says things a little differently than the guy in Emerald did.
"It can;'t be better in that regard" means a perfect IV.
Also, there's a java applet IV calculator on the internet, which requires you to know your pokemon's exact EV's, and works better when your pokemon is a higher level. Read: hard to arrange. But it is fairly accurate, and can tell you the ball park of your IV's.
Edit: there are a couple items that are very helpful in breeding and IV training that I can send your way once you have a pal-pad. I do expect battles once you've used them to train a team, though. ๐
