Ummm no. He beat an evil Green Ranger that was amped by Rita's magic.
Outside of their ranger forms, Jason has shown to be the more explosive striker too. In that little contest they had (before Tommy got turned into the Green Ranger by Rita), although points wise it was a 'tie', Jason got in the most blows, more powerful blows, and the last blow before time was called.
Also in the Forever Red episode, it was Jason who was taking on the leader of the bad guys, Tommy was in charge of the formations and strategy shit before the fight, but once on the battlefield Jason was basically the field commander.
It stacks up like this; Tommy is the most accomplished ranger of all time, and through experience eventually becomes the greatest leader as well, on the other hand Jason was a natural (Tommy has asked him for advice when he became leader), and was the physically stronger of the two (Tommy admits this in the MMPR episode where he and Jason have to find the Titanozord). Jason also holds the decisive win on his record and generally looks better against Tommy than vice versa.
