The first. Your perception doesn't actually change the physics behind the bullet. Just because you can see it at yawn-speed, doesn't mean it won't hurt. Case and point: the matrix.

I say the former, because you are now moving at hyper fast speeds in comparison to the rest of time, as long as the other forces of nature still affect you then you will probably be hurt.

If you're slowing down time around the bullet, it will have the latter effect. Most likely I think anyway.

I recognize that scene. Before Goku wanted to use Videl. Then Gohan claimed her as his girlfriend. Which never made sense cause they weren't a couple at the time.
