HIM was cartoonishly evil that way, but he was consistently the biggest threat the girls faced. Except in the Beat Alls episode, which downgraded him to the same level as the other villains.
I remember one episode that involved Him manipulating some scientists into knocking the earth off it's orbit and into the sun, as part of custody battle with Mojo-Jojo over who gets to keep the Rowdyruff Boys.
When it was pointed out that killing everyone wouldn't help, he waved a claw and put it back. Him is great.

Because there are better things to do and/or write about.
An essay does not take a long time to write, and if you have a genuine interest in something, "better things" should not have a say on the matter. I plan on writing an essay on why My Little Pony (G4) is rewarding not just for young girls and why more (If not all) should watch it, which will include sophisticated character analysis, extensive research on stereotypes and a lot of other things ๐
Writing an essay on why Blossom and Mojo Jojo are perfect for each other is not only impressive, but it require you to involve fields beyond the world of Powerpuff Girls ๐
What I'm saying is that if you're interested in something, and have the option of writing about it, then there is not anything better.
