Is pretty much saying two vast armies since its all of the characters from each verse, it goes without actually saying "they will be fighting as armylike teams" but if he actually had to say that then fair enough.

It is spelled out pretty clearly in the rules that it must state that they are fighting as an army, and no exceptions.

It's not difficult at all.
