Because there's a system as to how bans are issued. Unless the person is a sock or is spamming, you very very rarely get perma-banned on your first offense.

"This polite request in Japanese means "Do you understand English?"

It should have hyphens like mine in there.

"Anata wa eigo wakarimasu ka" is how it normally would be written in romanji.

Never mind the fact that "anata wa" is very rarely used and it'd be more correct to simply say "eigo o wakarimasu ka".

His little phrase is very mangled and grammatically incorrect and is meant to mean "do you understand".

The hyphens aren't really a grammatical error, it's just it's generally not written that way and it certainly isn't something that SHOULD be there.

Besides, you're getting his mangled catchphrase wrong, it's "anata wa wakarimasu ka". Which...yeah. Really doesn't make much sense.

If you're using the character map to copy-paste the kana, then no, it won't work because that's dependent on fonts.

If you have the Japanese language pack installed on your computer and switch the keyboard to Japanese, then it should work.

However, getting my computer to cooperate and do that is like fighting a war with gravity...
