Fact of the matter is that he wasn't at full power - Raven's storymode alone proves it. "Mankind will be exterminated if he is fully awakened."
Like I told you before, you can assume that he hadn't shaken the planet, despite that you have no proof. I'm not going to say that he did, but he did shake the landscape that was SEEN, and shook it damn hard...
