Low level? They're just as big of issues as Lizard and Carnage when done right.
Electro took over New freakin' York, and Scorpion was made to beat Spider-Man.
And Hobgoblin's story could go fine in a movie, if done right.
Yeah..
The public, I.E., the people who actually matter, niether know nor care on a grand scale about that, methinks.

I think any villain would do great in a movie, and every villain has potentially high threat levels if used right.Hobgoblin would do fine in a movie. I hope he's in a sinister 6 movie if that ever makes it to theaters.
With how bad Harry came off as the Green Goblin, I don't want them to keep making shitty copies.
Otherwise they should just have a movie with Green Goblin, Hobgoblin, Demogoblin, Jack O' Lantern, and all the other varieties of the same character. 😬
"With how bad harry came off..."
Harry was one of the best people in that entire movie, acting and character wise. He was jsut so likeable. Hes like the MR in smallville. Not the main guy, but one of the most lovable and memorable characters. He, and Church were the only amazing people in that entire movie (Grace did good, but not good enough).
But still, having all the copies running around would be bad. Even then though, you know theres going to be at least one goblin. They'll probably end the franchise with a boom, so they'll either bring back Norman like in comics, or bring in Hobgoblin completey revamped and better than ever. We don't need all the copies, but at least one more goblin.

You enjoyed the forced wise cracks going between Peter and Harry when they were battling Sandman and Venom? Let alone how many times the "Turn from the dark side and help me" has been done anyways.
If there are to be any more goblins, let it be the original.
