There is a difference between "wildly inconsistent in showings" and "high herald getting armbarred by a street level character".

Though Silver Surfer being KOed by Mexicans sounds almost as funny as the street thugs who mugged Darkseid.

No, he wasn't as inconsistent as people on internet think. I've found that most of those silly low showings are shown without context.
Surfer was koed in a canon comic, that was a parody where darkseid was mugged.
