Because Odin can't employ the same methods that Strange did.

Strange absorbed Shuma Gorath's chaos magic and then used it against him, and after that he had to kill himself because he was turning into another Shuma Gorath. Since Shuma's pretty much omnipotent in his own realm, Odin wouldn't stand a chance.
