I feel inclined to say Astaroth purely on gameplay, but I’ve come to realise no–one in a gaming vs forum has any interest in the gameplay itself, just in the story surrounding it!
And I consider judging by cutscenes stupid because you may as well go on canonical film or manga or whatever references since you have no input in the cutscenes. Most characters have abilities in cutscenes they don’t have access to in gameplay, eg. Dante can get shot in the face, stabbed and hacked up, etc. with no scratch, yet will die if you try any of that during a game. Kratos can explode heads yet not do it when you take control of him.
Astaroth hasn’t really done anything much of note in terms of story or cutscenes, yet his amazing chain throws and combos revolving around throws in the hands of SC II masters (for example) make him an absolutely devastating killing machine. He would pwn that 4–armed freak any day.

Also, feats like Akuma shattering an island with a punch can be used if it's canonical. Take Ivy for example, in SC gameplay she's easily top tier, but in actual storyline she'd be closer to mid, with Cervantes and NM as top tiers and Inferno, Olcadon, NT, and Abyss as God tiers.

It's true man. Anyway, Goro would likely win as his arm strength may be equal to Astaroth's, but Goro has four so he wins in that department, which is the only department Astaroth is good for. Speed I'll give neither, Power goes to Goro as his fire manipulation among other special attacks are greater than his opponent's power feats, as he has none.
