I don't follow Flash much, so I cannot give a positive answer here...

But I do know that Flash > QS. 🙂

but as you know then,

S of M QS was so fast that he was Time Travelling constantly,
and he was able to use Alternates from other timelines to attack simultaneously,
all as fast as the original.

That's all I can say on his behalf, I wouldn't know where to start in gauging him against Flash.
