I don't think you can hate someone with a passion and still be happy. Hate causes hostility, which disturbs your own peace of mind.

If your at peace with yourself and with your life, you have no reason to hate.

Unfortunately, most people in this world are NOT at peace, therefore Hate goes on rampantly.
