It did, but I'll make it more simple for you.
They are all action stars, but that doesn't mean an action star is entitled to any role in an action movie JUST because plot isn't a main factor.
You cited the fact that they're not all good actors, but so what? The Terminator didn't need good acting, neither did Chan's character of Detective Lee in Rush Hour, but Arnold couldn't have played it because it required certain physical ability that is beyond him, the same with Terminator, it required a physical appearance and ability that isn't believable in Chan.
My point being; Vin Diesel isn't necessarily a good choice for Kratos because he's bald and large. He is not agile, he is stiff as a board and he doesn't have a good voice.
