Father (Kids Next Door) for Elite Street or Low Meta
He's basically a lower temperature Human Torch with extra powers including Telekinesis and duplication that may or may not be on par with Multiple Man (not sure the extent of his duplicates, Father created at least 50 and all moved independently, he later remarked he might have needed to put more duplicates out). All of his duplicates were destroyed in one hit, but did not seem to be limited out side of that.
His fire seems to get more powerful as he gets angrier.

I'd say Elite Street. They have great tech and are good fighters. No real powers though. Prep time would be a serious advantage.The organization on a whole though is on par with Star fleet if you ask me. It's even Galactic level and have ships that can make it to Saturn in under an hour.
They have at least peak human agility and their strength has been shown to be higher than a normal kid of their size.

When Brock goes into berserker mode, he's like Wolverine without the adamantium. He'd curbstomp the KND, so if you put them at elite-Street, Brock needs to be a tier above.
Slamwich is at least 5 times the size of a T-Rex and the KND have a machine that made a hamster big enough to beat it in a fight. Great tech, good fighters and good agility. Hand held weapons are nothing special, transportation technology evolves to a ridiculous level, and other tech is quite good on it's own.
