Imperiex was taken back to the begining of time so he could "ignite" the Universe he also recreated it a few times in OWAW arc.

have to go with imperiex. exitar has never faced anyone like him one-on-one. he's always acted in consort with the prime host or the fifth host...never on his own.

imperiex for the win everytime...until exitar displays that type of power individually.
