I concur, Mags could be compared to Sinestro before he was turned in for his crimes. Genosha could be compared to Sinestro's sector. However, as you probably know, most mutants are inspired by Magneto. This is exactly why Sublime made Xorn copy Magneto, because he's like a beacon. People don't follow/obey him because of fear.
Although he COULD very easily instill fear in people.
