Storm's lightning does jack to Hulk with his resistance level right now. Hulk can easily survive in outer space as shown in planet hulk.
To top it off, Hulk's lung strength right now is more than Storm can manage against. Here is an example of a far far weaker version of Hulk:
When Hulk can blow winds strong enough to lift hundreds of thousands of tons, redirect Sienna Blaze, level mountains, tax Magneto's powers to their utmost, etc, then you can make an argument. Until then, you don't have an argument here. Storm is Ms. Queen Bee of wind force. His lung strength, though noteworthy, is a joke to her.
Thunderclapping won't work against Storm as he has already tried that.
You mention pushing through a planet or something or other. When has he done that? Also, he does not start out that strong. Storm could take him out of the fight before he gets anywhere near that strong.
As far as him surviving in space, I have seen him jump from the moon to the surface of the Earth, but he had to hold his breath. He can hold is breath for a VERY long time. All Storm has to do is wait till he does something stupid like yell or roar or exhale which would deplete his lungs of its air supply and then keep the air away from him so he can't take another breath.
