Conservatives don't like the Congress because it's run by Democrats.

Liberals don't like the Congress because it isn't working fast enough towards an unrealistic goal.

The number is essentially invalid, in my mind.

So Congress has all time low numbers and Bush approval ratings are reaching Mendoza line like numbers. At least both the nations Democrats and Republicans can agree on one thing: the Bush administration and congress suck ass.
