No. He's piloting the robot. He himself is the avatar of power of the kinda supreme being in his game. The being is not really god. Just from a higher dimension and with more power than anyone else in this dimension.

He himself has destroyed mechs with hsi bare hands and busted a country as a teenager. All while having two limits on his power.

Sephiroth has to fight a giant robot piloted by a avatar of supreme power? This is ****ed up.
