Of course he can't. And if you pull that bullshit, then Odin can't tap the Odin force, and Surfer can't tap the power cosmic, and Darkseid can't the Omega Force.

No one has actually claimed (or even so much as appeared to be trying to) to be writing a full thrust Odin in a while now. And JIM #513, which contains Odin's last galaxy busting performance with Seth, hit the shelves in 1997, making the Silver age arguement silly.
