You are thinking in terms of hand to hand, Zeus is very skilled Hand to hand and can amp his strength, he schooled Hercules hand to hand in an alternate universe BUT Zeus doesn't need to fight Hulk hand to hand to beat him, as he can manipulate matter.

He's absolutely not even in WWH's stratosphere. SHE-TRON smacked him down so hard, in like 2 hits that he had to be carried off by two other Avengers. That's when SENTRY stepped in. He's extremely overrated in my opinion. (Although cool looking and has a bad attitude)

WWH every single time they would ever fight. Period.
