You have to have the nod from a Mod, and Digi already said that Elite (or Authority, not sure which one) was the last team allowed until one of the existing ones dissolved.

This is going to get closed I'm afraid.

A few of the older teams that weren't active got closed, so technically this could happen.

But it looks like there was zero thought put into it, nor does there appear to be much interest. I'll give it a little while but I'll be back to close this unless things really turn around.
