That is the range for TrueDragons in DnD.

They have to grow up just like everyone else. Wyrmlings (little kids) are the size of migdets and GreatWyrms (1200+ yrs) are the size of a buildings.

That section mentions that the sizes range for each type from Wyrmlings to Great Wyrms.
