Shazam barely stopped the Spectre and died in the process. There was simply no possible way to defeat Spectre for Nabu or Shazam. Nabu knew that he would lose. His goal was to get the Presence to take notice. Because only the Presence could stop Spectre.

The other six include beings like michael, lucifer, the word,etc. so the spectre not having enough power to kill the Phantom Stranger does not take anything away from him still be nign omnipotent. you really don't think that thanos can defeat Nabu, the spectre or the PS.
