I'm going to assume that Fenix got all his upgrades..

The Arbitor is a well-trained covenant elite, in a fancy armor with a dangerous amount of skills.. Fenix is bred to kill and Arbitor's plasma shield doesn't last near as long as Fenix.. I assume we all know how rapidly a zealot strikes and how quickly they run.. The arbiter is outclassed in both speed and strength..

I cannot say who's the smarter one, but Arbitor have proven himself to have quite the intelligence mass.. However, so have Fenix..

I believe the speed of Fenix is the best of Arbitor..

Conclusion: Fenix ends the life of the Arbitor..

At first I suspected E, but I've always had problems with that name for some reason, and I went with the O because Blax did.. I guess I have played too much Starcraft and too little Halo..

Fenix has a chance though.

I'd pretty much say Fenix would win, which is one thing you can say about Starcraft.. its heroes pretty much destroy most of the Halo ones [csm]ermm[csm]. Fenix can take multiple hits from a Tank before going down.
