Yes, the presence was called the one over all in the first issue of spectre volume 3 however, the presence isn't omnipotent, which is proved by him stalemating the great evil beast, and isn't omniscient since in a JLA arc asmodel was able to divert the attention of the presence from what he's planned.

This cross-company "supreme powers" match will never end decisively in a forum.

Although, if we take into consideration what the Presence/GEB is in DC,
and we take what TOAA is in Marvel ... and we put them in neutral ground ...
... then TOAA represents something far greater than both of em.
Because TOAA represents "art" that is beyond any other "art" in the story.
TOAA is the representative illustrated avatars of artists/writers of any given story.

In DC, The Presence or Yahweh whatever, said it was created by external forces.
Synnar while "god-like" stated the Presence was Not all-knowing and Not supreme.
Spectre and AM saw shit during their conflict undreamt of by the Presence.
The Presence has been replaced.
The Presence can't control or influence Lucifer and can't figure him out.
The Presence thinks it's really "god" and even has an angelic family.
(meaning it has no idea it isn't real)

^^when has presence been replaced? are you reffering to the one statement about swamp thing (god form) replacing it? one statement doesn't prove anything, asmodel (in JLA: paradise lost) was stated to be able to replace the presence, and when he tried he realized that the presence doesn't reside in heaven, he doesn't have a family, he resides in everything and everywhere and he simply cannot be beaten (which actually makes me disregard any statements said by the characters who say that the presence can be replacing or any of that crap), this portrayal kind of contradicts him stalemating the great evil beast, since here he's represented more as a force beyond good and evil, while in that swamp thing issue the presence was depicted as being the ultimate light and GEB as the ultimate darkness.
It wasn't explicitly stated that synnar's master is the presence itself, though it has a mention of lucifer which does hint it.

This can be further explained by the true definition of "Perfection" which is infinite in everything, and being infinite in everything means there is no purpose to making anything, which the Primal Monitor decided to become and hand the Godwave to The Presence.

As for The Great Evil Beast, it could be seen as The Presence other half however The Presence was obviously the superior being in comparison.

Capabilities

This ability allows the user to annihilate anything and everything, physical, spiritual, conceptual, metaphysical, even almighty abilities, with no protection nor exception of any kind.

When used superficially, some trace of the target still remains, allowing for a possible restoration via erasure of the erasure, the most powerful restorative abilities, or even lesser ones if the erasure is made superficial enough. This partial reversibility notably allows much more applications than what would be reasonably possible if the results were fully impossible to undo.

When used at full power however, targets are completely wiped out on every level, to the point where they never ever existed, and are totally impossible to recreate by any means, no matter how great. They are simply lost, completely and eternally.

There are two main categories of targets : concrete and abstract. Used on concrete targets, the power has an effect similar to Nothingness Manipulation, effectively annihilating objects and beings. When used on abstract targets however, the effect is more subtle and similar to Logic Manipulation, annihilating the corresponding targets and reorganizing reality accordingly. For example, erasing the concept of "door" would not only erase the door, but also replace it with a portion of the corresponding wall (as if the door never existed).

Needless to say, the user is universally dreaded as the embodiment of the Primal Fear - with good reason.

Nature Of The Power

Nonexistence is a specialized variation of Omnipotence : it has the same unlimited / infinite / absolute power, but focuses all of it in the pure and simple annihilation of any target, making it completely nonexistent.

At an equal level, specialists are understandably better in their own field of expertise than any generalist. This is even truer with Omnipotence. A power focusing all of this infinitely wide potential in a single action of the simplest nature will inevitably gain an overwhelming upper hand on the subject.

Nonexistence thus combines simplicity and perfection, achieving complete invincibility through the erasure of all opposition, surpassing the original Omnipotence in terms of fighting potential, as a natural consequence of its equal level and absolute specialization in the most effective form of offense/defense.

Morrison's interview states otherwise.
The Presence is with no doubt the supreme being, he may not be omnipotent but still supreme, there's nothing to suggest that over monitor is the supreme being in DC.
