Going by on-panel feats, Superboy Prime. Going by off-panel rhetoric and feats he supposedly did, King Hyperion.

Well King Hype did take out his world's Galactus by himself, that's no mean feat and Galactus is assuredly more powerful than Superboy Prime. I'd have to give this one to the King.

Although I DO wonder how Superboy Prime would fare against Blink's teleport attack with all that sand...
