I am sure the has specific rules under which circumstances they can start investigating. It should be no problem for the mother to provide the requirements if her children got actually abused.

I don't see the big deal, all we have is a very subjective post that doesn't give many details. There's no reason to assume that the DHS is behaving wrongly.
