Round one: Rugal I would say.

Round two: Not really sure.

First fight Vincent wins. Gunshot.

Second fight: G. Rugal hasn't feats as far as I'm concerned other than the fact he's considered equal to Shin Akuma (according to fans). Chaos brought down a planetary threat (Omega) and quaked the planet hard while doing so. Plus he has insane damage soak and durability. Vincent wins a second time.
