I think Raging Saix is stronger than Ganon.
And i would find it hard to believe he is more brutal than Saix, he abuses rage and anger for strength.....though he can't 'feel' it, it obvious he releases it when he strike while Raging.

The impacts hard so hard they release the moon energy within. Saïx was once a werewolf, and now a nobody. No bodies are strong than their previous counter parts.
Plus he's waaaaaaay stronger than Sora, who has cut through buildings.
No matter his Psychotic Nature, i doubt he's more vicious than Saïx.
