He is omnipotent inside Makai, Scalephoton however, ripped a hole in himself into a dimension where he ISN'T Omnipotent... therefore he can still be killed through such a method, which is why Jedah created Majigen in the first place, it's a dimension not connected to Makai therefore doesn't fall within Belial's rule.
