Genis' powers got amped, or rather, he realized most
of his potential would be a better way of putting it. He
was able to control the Photons in which everything was
made. That was Zemo's statement, and if you read
Thunderbolts, you'll see some pretty ridiculous feats.

So, perhaps he meant Photon was more powerful than just normal Genis.

I still saw nothing on the level of what he did when he was Insane.

I'm quite aware of Genis' "stages" thankyou. I was just wondering why you worded it that way. Also, Genis' power levels were not boosted because of his insanity. He just simply used them without restraint and to a higher level of efficiency. He was never depowered after he regained his sanity. That's ridiculous.

As insane Genis, he was able to destroy the universe and eternity
with the help of a high level abstract. As Photon he was able to do that accidentally, without meaning to. That was why Zemo destroyed him.
Because he was trying to prevent the end of everything by killing Genis (Photon).

Also Zemo's Statement about how genis death would trigger the end of the universe think about how the death of Galactus would trigger the end on the Hole Marvel Multiverse, if we are really going into the importance each Character represent.

Also most of Titans population isn't vastly superior to anyone I believe Thanos used a army of mercenaries to defeat Titan hell Galactus will just begin with this:

As for Photon agree with you, he has never showed anything that would put him near the levels of Insane Genis. Also Sirius you stated yourself that enthopy helped him we doesn't know how but we know that they helped each other.

Yes, the Nega Bands do amp people. Photon absorbed them I believe.
