I don't know if Sailor Moon would be Magic or "moon power".
True Magic is hard to identify in the midst of semi scientific explainations, ancient weapons/items,energies,etc. I have to say that my favorite is Sasshi from abenobashi.

My favorite magic user would probably be.....Rei Hino if Sailor Moon counts...I don't really see many animes that have to do with magic though if Sailor Moon doesn't count then Konoka or Nodoka from Negima would be it.
