It's not that weird of a comment. Galactus didn't say he couldn't do it or Surfer could do it better, did he? It's just framing how difficult it is to do.
It's like in the MMORPGs where the higher level crafting recipes always have a chance to fail then you lose your components regardless of your level in that craft. Then you realize you're sewing in a video game and you swear silently to yourself as you search for another black bear hide and silkened spider web to try again.

And I never said that Galactus couldn't do it, just that he admitted he would be unable to do it for long.
