Everyone who has seen Pein has noticed one exceptional thing about him that gives him his power... it wasn't his powerful Kinjutsu, no it was that he possessed the Rinnegan. No, my point is YOU don't have any evidence that was a Rinnegan Eye-technique that blew up Konoha, has the Rinnegan shown any the ability to launch its own jutsus? No. The only Eye kekkei genkai that has been shown the ability to produce its own jutsus is mangekyou.

It most likely was just another one of Pains jutsus out of his large arsenal.

It is a kinjutsu, a jutsu that harms the user or requires life of a another to use is considered kinjutsu. Orochimaru's Edo Tensei was considered kinjutsu, Pains Shinra Tensei is considered kinjutsu, 3rd/4th's Shiki fujin, and Naruto's shuriken rasengan are kinjutsus as well.

Every Mangekyo Sharingan jutsu is a Kinjutsu then actually.

They're are, but theyre doujutsu's its the mangekyou's eye-technique.

No, I said its most likely not a doujutsu because Peins rinnegan has never been shown or stated to have any Doujutsu or the ability to produce Doujutsu, the only thing that is shown is that Pein is a genius who has created a bunch of crazy Jutsus due to his mastery over Chakra.

So there's no reason to assume Shinra Tensei is a Doujutsu and that Rinnegan is capable of producing it's own Doujutsu without a single shred of evidence or anything that even suggests it is.

The only Eye kekkei genkai that was shown the ability to produce it's own Doujutsu is Mangekyou Sharingan

Sharingan is able to read, predict, copy and defeat Taijutsu, Ninjutsu, and Genjutsu, the level of jutsu depends on the mastery over the Sharingan. Sharingan also has an advanced form capable of attaining under special circumstances, the Mangekyou Sharingan which is capable of using 3 Doujutsus, Tsukiyomi Genjutsu, Amaterasu Ninjutsu, and Susanoo Kinjutsu, Tsukiyomi/Amaterasu is harmful for the sense of sight, while Susanoo is harmful for the persons life.

Rinnegan hands down.
