Xmen of the 90's in DC

Is it possible to take Existing and previously existing characters in DC and Nearly Replicate the Power lvls, skill, and Powers of the Xmen Gold and Blue teams? ( The best of the Xmen teams IMO)( current Lvls of power and skill not 90's versions)
