When was the last time you saw Surfer use the POC to amp his physical power? I think he did it when fighting Thing back in the day.

He'll be going at standard strength levels.

As far as the fight goes - Diana's likely stronger to begin with (since the Surfer isn't allowed to amplify his strength), but the Surfer is much more durable.
