That's something I'm refered to as well...I know one or two of your teams potential strategies. Now I'm not going to say anything here because that wouldn't be fair.
But this whole tourny looks like its going to be interesting... Excapt Nvr's matches... he'll prep and mention what he's doing and that will probably be that.

My complaints remain for Desaad, but the fact is that probably most teams have 1-2 people who could make themselves much > low meta with the prep locale. At least for most of them (such as nvr's own Data) it's through vehicles and such....whereas Desaad could just amp himself via tech, which seems a bit different.
Drawing a distinction between the two is hard. But I feel like most would consider him well above low meta because he at least has enough base powers and tech to be at that level, and via tech and prep is never truly there. That's why I object to him but not, say, Data or somesuch (who I consider to be a very good pick that doesn't break any rules). If you met Data in a dark alley, a low meta could hang with him. But any comic book showing for Desaad, that low meta in the alley is going to get his ass handed to him.

Desaad will get his ass handed to him in an alley by any low meta if he isn't prepared. So you are voting against desaad and so is King. Let me count the votes.
