The correct equivalent to this for Galactus is not eating three planets, rather it's having consumed Taa II (Reed speculated it was the single most powerful artificial energy source in the universe (i.e., not including infinity gems, etc.)) which he prepped specifically for the confrontation against Pre-Retcon Beyonder, by far the most powerful being Galactus was preparing to fight alone. Of course, Doom stole the power, etc., but that's beside the point.
There are scans of Doom talking about the powers he's gained by absorbing G's powers as well as Taa II. I don't have them because I lost all my scans in an HD failure but it's not even a debate as to which "Top Shape" character wins, going by your definition of each character using prep and external objects to boost their conventional powers such that they're in "Top Shape"

i understand what you're saying, but the first part doesn't make sense. if he has infinite energy within him, he must have an infinite capacity to store it, so 'exapnding' is again redundant. if as he is, he can contain infinite energy, there is no NEED to expand.
and while a large part of his energies are used to keep abraxas at bay, if he has 'infinite' energy inside him, it doesn't matter HOW much he dedicates because he'd STILL have an infinite amount left over. 😬
your point about what he can access is well-taken though. and i agree. it's just . . . weird/messy/clumsy that he has all this energy stored inside him . . . somewhere, 😕 but he can't use it/access it at all. to the point where he'll die from LACK of energy--i.e. from not feeding.
by the same token, all mention of this 'infinite energy' that he possesses is irrelevant to any discussion about him because it IS impossible for him to employ in any way at all.
