That all depends on which Ryu you're using game wise. I could be using Third Strike Ryu or Capcom Evil Ryu. I left that little item purposely vague.

Besides, only Classic Ryu has only three moves. Thankfully, I'm not using him.

Why isn't Rugal on the list? He at least gets to Iori.

Rugal would one shot Final Fantasy 7 that's why.

Unlike the others, Rugal wasn't born with the Orochi power. Goenitz gave Rugal a taste of the power...at the cost of his right eye.
