This is precisely why Silver Surfer deceided to drain Savage Hulk's gamma enough to revert him to Banner while going toe to toe...he scanned Hulk...and knew that Hulk would quickly get out of his league if he kept going at it...so he did the smart thing.
This is also why Thanos chooses not to go "toe to toe" with Savage Hulk as well....its a mistake.

1. SBP was clearly propelling himself with flight when he did this. That was another form of a speed/inertia based feat of force, than raw physical strength/power.
2. That arguably doesn't even match Savage Hulk's feats such such as keeping apart matter and anti-matter spheres, or punching his way through a time-storm.....and thats completely WITHOUT flight....much less a WWH.

Ok lets look at the scans. hopefully you understand that while in the Phantom Zone you are suspended in mid air. SBP is not generating force from anything other than his ability to propel himself through space. He is not standing on the ground etc. He uses his flight to back up a powerful punch to escape the Phantom Zone.

Thanos is above the Surfer. Against Odin he was oneshotted my friend. Thanos has whipped Surfers ass,he also did better against Tyrant and Odin, and didnt Thor whip his ass in the blood and thunder arc while Thanos took him on and was fine. 😉
