He's the demon king, Babidi can only control those who posses evil in them.

Yeah, but Dabura is the one who keeps the demons in line, making sure they don't escape from Hell. He helps the Z fighters after he's unpossessed, he's more a good guy than a bad guy.

He never helps them, he gets turned into a cookie, he only fights Buu because he hits him in the face, Supreme Kai was scared of him and told of all the evil he did, as such Babidi was able to control him.

Still I wanted to put Nappa and 17 in there but I had little room.
