yes he was stronger than Takuma. as for jeff being the strongest.....read those links i've sent you over the years. the easiest source of that would be KLantis but he lost his credibiliyt ages ago. but still its there on his FAQ. it was also on Terry's bio and the fact that Tung taught Jeff the secret arts and not Geese.
