Not exactly, Warlock submitted because,
1. The LT ordered him to.
2. Warlock never wanted this status of god.

because Warlock never wanted this Godhood to begin with.

Warlock even admits that his defiance is just a reaction even though he knows the outcome.

I don't think he had to, it was quite obvious,
that's why the LT's Bio points to that moment to prove the LT is above the IG.
This is the most obvious of all of course:
"I was called to judgement by the Living Tribunal,
the servant of the One who is above even Gods.
The verdict went against me and I was ordered ..."

Warlock clearly admits Toaa is above the IG,
and since Toaa is above the IG ... he means, so is his servant/representative.
This is why Warlock considers the LT's judgement an order and not a request.
Otherwise,
what's the point of the LT claiming he "represents forces that dwarf the IG"
or his "authority comes from on high"
