SBP lacks matter manipulation, he is only Transcendant because of that. As is SMP. They are among the strongest in their tiers however.

No. There are plenty of trans beings who have matter manipulation. It's his power LVL. Not his abilities. The hulk is a one trick pony, but his power lvls make him herald lvl.
