Loz IMO.

IMO, Kasumi>Hayate, and Tifa is atleast as tough as Kasumi, Loz owned Tifa, he would probably own Hayate just as fast

Hayate is the weakest of the DOA ninjas, true, he is still strong among the rest of DOA, but Loz has the speed and strength to take him down.

and durability, if Hayate was in that Turks TNT explosion he'd definately be in acoma for months or dead.
