Rip knew more about Hypertime than anyone (he was the one describing it)

Waverider was refered to as the keeper of "Divergent Timelines" (Hypertime)
but then,
what the heck do the scans above mean?
Which is the canon story?
Is this a DC mix up?
Retcon?
Or what?
